A Minecraft server does many jobs at once: runs the game, talks to every player, loads the world and cleans up memory. With 1 core, one worker does it all, and it lags after about 5 players. That's why ATBP servers start with 2 cores.
Think of the CPU as a kitchen with cooks. Serein Host's Budget plans run on an Intel Xeon E-2236, a kitchen with 12 cooks. Their 32 GB plan promises 16 cooks, more than the whole kitchen has, so those cooks are shared with other servers.
